Barry served in the U.S. Navy during Operation Desert Storm and worked more than 20 years as an insurance broker before serving on Pearland City Council and winning this seat in 2024.
In 2025 he voted for the state's first private-school voucher program after campaigning against vouchers in his own primary, saying he didn't want to be a lone vote against it.

In April 2025 Barry voted for a law which created a roughly $1 billion program letting families use taxpayer money (about $10,000 per student) for private-school tuition instead of public schools.
