Frank has represented HD 69 (Wichita Falls and surrounding rural counties) since 2012 and chaired the House Human Services Committee from 2019 to 2024, focusing on child welfare and foster care reform.
In the 2025 session Frank supported creating Texas's first private-school voucher program (Education Savings Accounts) and spoke in favor of expanding it further.
